As founder of DMS International, Inc., Neil established a solid 20-year reputation for DMS as one of the top construction consulting firms in the mid-Atlantic region.
Today, Neil remains part of our team, albeit formally as a minority owner in DMS Construction Consulting Services, Inc. Supporting the firm’s ownership succession, Neil brings his construction acumen for budgeting, cost estimating, project management, CPM scheduling, and coordination to fully compliment our team’s capabilities in serving clients for projects of all sizes and complexities. He is also a qualified expert witness having been involved with numerous litigation and arbitration cases and has represented both contractors and owners on cost estimating and CPM scheduling issues. Neil has been a guest lecturer at Johns Hopkins University, Howard University, and University of Maryland regarding project management, scheduling, estimating and claims issues.
